Idaho Power’s Notice of Intent (July 2010)

Idaho Power submitted a new Notice of Intent (NOI) to ODOE because its 2008 NOI expires in August 2010 and due to substantial changes in the proposed project. The NOI notifies ODOE of this proposed project and provides information about the site and the characteristics of the facility sufficient for the preparation of the project order.

Project Order

This document is based on comments on Idaho Power’s Notice of Intent. ODOE issues the Project Order which details the information that Idaho Power must include in its preliminary Application for an Energy Facility Site Certificate.

Application for an Energy Facility Site Certificate

The site certificate application is prepared by Idaho Power. It contains the data and information required by ODOE to determine whether the proposed facility will comply with applicable statutes, administrative rules and local government ordinances.

Draft Proposed Order

Following receipt of any agency reports and final land use decisions in response to the filing of the Application for an Energy Facility Site Certificate, ODOE will issue a draft proposed order on the draft application that includes its recommendation to grant with conditions or deny a site certificate for the proposed facility, and a discussion of the reasons for that recommendation.

Proposed Order

Following the final public hearing on the draft proposed order, EFSC will review the draft proposed order. Following EFSC's review, ODOE will issue a proposed order, taking into consideration the comments of EFSC, testimony at the public hearing, written comments and agency consultation.

Final Order

After the conclusion of any contested case proceeding on the proposed order, EFSC will take final action on the site certificate application.
